Paul Powers

Board Chair
Paul Powers is the owner of Smyrna-based Powers Electrical Solutions.

Mark Meliski

Board Vice Chair
Mark Meliski has been a partner at Barnes Law Group since he joined the firm in 2017. Having spent the first 15 years of his career representing doctors and hospitals in medical malpractice actions, Mark has since 2017 leveraged that experience to help those who have been harmed by malpractice. Mark is a 1999 graduate of the University of North Carolina and a 2003 graduate of the Georgia State University School of Law, where he also served as lead editor of the Georgia State Law Review. He has served on the Smyrna Public Safety Foundation Board since 2017.

Ka’Ren Sarvis

Board Treasurer
N. KaRen Sarvis is Vice President, Associate Development for Columbia Residential. She has served on the Smyrna Public Safety Foundation since 2022.

J. Barrett Carter

Board Secretary
J. Barrett Carter is a Real Estate Professional with Meridian Real Estate Group. He has served on the Smyrna Public Safety Foundation since 2017.

Chuck Bagdy

Board Member, Fundraising Chair
Chuck Bagdy is the retired Director of Sales for Procter & Gamble. He has been a member of the Smyrna Public Safety Foundation Board since April 2023.

Rob Brisley

Board Member
Rob Brisley is a retired Public Safety Professional, retiring as a Captain in the Charlotte, North Carolina, Fire Department. He has been a member of the Smyrna Public Safety Foundation since 2023.

Todd DeFeo

Board Member, Communications Chair
Todd DeFeo is the founder of The DeFeo Groupe, a content marketing firm. He is an author, an avid traveler, photographer and amateur historian. He joined the Smyrna Public Safety Foundation in January 2025.

Rodney Drinkard

Board Member
Rodney Drinkard is Vice President-Global Security & Asset Protection for The Coca-Cola Company. He previously held a variety of roles with the Georgia Bureau of Investigation, including intelligence analyst, undercover drug agent and forensic auditor for financial crimes and digital investigations. Rodney received his B.A. in Behavioral Science and Business Administration from Oglethorpe University in 1992 and an MBA in International Business from Mercer University. He has served on the Smyrna Public Safety Foundation Board since 2025.

Jabar Dozier

Board Member
Jabar Dozier has lived in the Smyrna community for more than 20 years with his wife, Tennille, and their two sons, Bryce and Blake. He is the owner of an American Family Insurance agency. Jabar is also a licensed mortgage professional, helping families with protection and home financing. Jabar is also the past president of both the Smyrna Business Association and the Smyrna Kiwanis Club, reflecting his commitment to service and community leadership.

Tim Henderson

Board Member
Tim Henderson is the Cobb County Business Development Officer for LGE Community Credit Union. He has been a member of the Smyrna Public Safety Foundation Board since 2024.

Bill Jarr

Board Member
Bill Jarr recently retired as the Executive Vice President of Finance and Operations after more than 21 years at Life University. Before that, he was a partner at the CPA Firm of McGladrey & Pullen in a career spanning 20 years. Bill graduated from the University of Wisconsin – Madison and lives in Smyrna, with his wife Sheila and their dog Baxter. When he is not taking orders from Baxter, he pursues reading, traveling, fitness and fast cars, completing three Porsche driving schools.

Anthony Rice

Board Assistant Treasurer
Anthony Rice is an Independent Mortgage Broker with Edge Home Finance. He has served on the Smyrna Public Safety Foundation Board since 2020.

Theresa Schiefer

Board Member
Theresa Schiefer is the Senior Assistant District Attorney for the Cobb Judicial Circuit District Attorney's Office. She was previously with the Paulding County District Attorney’s Office. She has been a prosecutor since June 2006. From 2006 to 2013, she worked with the Attorney General’s office in the Criminal Division, Capital Litigation/ Death Penalty Appeals. In 2013, Theresa joined the Cobb DA’s Office, prosecuting felony cases, and in 2018 became a part of the Saki Grant – Sexual Assault Kit Initiative Project. She has been on the Smyrna Public Safety Foundation Board since 2017.

Austin Tull

Board Member
Austin Tull is the Owner of Carter's Pharmacy. He has been on the Smyrna Public Safety Foundation Board since 2024.

Eric Wallace

Board Member
Eric Wallace is the General Manager of Adventure Outdoors. He has served on the Smyrna Public Safety Foundation Board since 2019.

Denise Czarnik

Executive Director
Denise Czarnik joined the Smyrna Public Safety Foundation as its Executive Director in 2020.

Smyrna Fire Chief Brian Marcos

Advisory Board
Smyrna Fire Department Chief Brian Marcos joined the department in 2006. Through that time, he has worked his way up through the ranks, eventually being appointed by Mayor and Council to the position of Fire Chief in August of 2022. In 2020, he was named the Chief Fire Officer of the Year by the Georgia Association of Fire Chiefs. That same year, he was named one of Cobb Life Magazine's “20 under 40”, as well as one of the 50 Most Influential Hispanics in Georgia, by the Georgia Hispanic Chamber of Commerce.

Smyrna Police Chief Keith Zgonc

Advisory Board
Chief Keith Zgonc joined the Smyrna Police Department after serving the City of Sandy Springs from 2006 until 2021. Zgonc began his career in 1991 with the Smyrna Police Department, where he reached the rank of Captain before joining the Sandy Springs force. Chief Zgonc is a graduate of the University of Georgia, the Senior Management Institute for Police, and the FBI National Academy, where he currently sits on the Georgia Chapter Executive Board.

Smyrna Police Deputy Chief Mark Binicewicz

Advisory Board
Smyrna Police Deputy Chief Mark Binicewicz oversees the department's Administrative Division and the Office of Professional Standards, the department's accountability arm. He is also responsible for the spending and reconciliation of the department’s budget and the daily functions of the Smyrna 911 center. Binicewicz began his career with the Smyrna Police Department in 2002 as a 911 operator, following his honorable service in the United States Navy.
